The publication presents the features of the implementation of the “vector model of the joint study of internal and external conditions and factors of innovative activity”, structural components of the formation of “psychological readiness for innovative activity” and “competence of the individual's competitiveness”. The following questions are considered: Terminological conceptual apparatus, priority aspects and research logic. Key system components and the “structure of psychological readiness for innovative activity” model. Methodology of the system approach to research. Algorithm, logic, tasks of research of internal and external conditions and factors of innovative activity. Peculiarities of the study of internal and external factors and conditions of innovative activity. The priority of internal regularities compared to external ones. The terminological and conceptual apparatus of research in the context of the methodology of the system approach and the theory of psychometrics. General model of joint study of conditions, factors and factors of innovation of personnel of educational organizations. Using the factor approach is the most successful way to study complex systems and the systemic effects of the interaction of their components. On the basis of the implementation of the “vector model” the “psychological and organizational technology of the readiness of personnel of educational organizations for innovative activity” was developed and models of examination and correction, external and internal conditions of its implementation, which is the basis for the formation of psychological competence of a person's competitiveness.
