Some Issues of Forming Digital Competence of Higher Education Students in Ukraine and Poland

The article deals with the problem of forming the digital competence of higher education students in Ukraine and Poland. The necessity of mastering digital competence in the era of digitalization by higher education students is substantiated, since this competence is key in the system of training a modern specialist in any field.
It is determined that digital competence is understood as the ability of a person to effectively use digital, media and information and communication technologies in accordance with their own needs and the requirements of the modern technological world.
The author analyzes the legal and regulatory documents governing the processes of digitalization, in particular, in the field of higher education in Ukraine and Poland.
It is clarified that the use of digital services in educational activities is determined by a number of legislative and regulatory acts presented in the article.
Particular attention is paid to the disclosure of the Digital Poland program (Polska Cyfrowa 2014–2020), as well as the application “Diya”, the online platform “Diya. Education, developed in countries to improve the digital competence of all citizens.
The common and distinctive features of the countries of Poland and Ukraine in solving the problem of forming the digital competence of higher education students are identified. Promising directions for the development of digital competence of higher education students are outlined.
It is concluded that both countries have relevant policies and current regulatory legislation governing the processes of digitalization in all areas, including higher education, and Ukrainian and Polish universities are actively introducing modern digital technologies into the educational process, namely: LMS systems, cloud technologies, online courses, platforms, software, artificial intelligence (AI) technologies, neural networks, etc. It is proved that the formation of digital competence of higher education students is one of the priority tasks of the higher education system of both Ukraine and Poland.
